President Bush has opposed Congress granting statutory authority to the Office of Homeland Security.
That means it operates outside the law. That means it operates without accountability to the people. That means it is not the answer this country needs to address the national security and defense issues raised by the Sept. 11 attacks.
Now, I know it is unpopular to criticize President Bush and the administration these days. But someone needs to do it besides the usual suspects who do it for political reasons, whether such criticism is warranted or not.
Here's the problem: Our country is defenseless against the kinds of attacks we witnessed Sept. 11. It is also defenseless against attacks that could prove to be far more lethal and far more devastating.
The creation of the Office of Homeland Security is the wrong way to go.
Defense of our country, our civilian population, our national infrastructure, our vital institutions and our property is mandated by the Constitution. That's why we have a Defense Department. But Sept. 11, showed that even our Pentagon, the physical hub of the Defense Department, is not immune from unconventional attacks.
How can this be? America spends hundreds of billions of dollars a year on defense. How could America remain defenseless?
The answer, as we show in vivid detail in the January issue of Whistleblower magazine, is that we as a nation have forgotten the meaning of defense. What do I mean?
Think about it. America maintains U.S. troops in more than 100 foreign nations. America maintains what may be the most fearsome offensive arsenal in the world both conventional and unconventional. America has demonstrated once again in Afghanistan its ability to project force in a foreign country and achieve offensive military objectives.
But America is still defenseless. If attacked at home, its only available response is to strike out offensively and destroy those who were responsible. That is not defense. That is offense. A good offense is no substitute for a good defense.
President Bush did make the right call recently when he notified Moscow that we no longer plan to abide by the Anti-Ballistic Missile treaty, which limits America's ability to provide for the defense of its own people. But it's just a first step.
Yes, America needs a missile-defense system to protect civilians from inter-continental ballistic missiles from all foreign nations in the future. But everyone agrees that missile defense will never be 100 percent effective. And it will never be effective against the threat of terrorists detonating weapons of mass destruction here on our homeland.
There's only one defense against that last eventuality and one missing component in the plans for missile defense civil defense.
Please do yourself a favor and read cover to cover the upcoming January issue of Whistleblower magazine. I believe it is perhaps the most important issue we have ever created. It raises issues no one else in the media or public life is raising. It is largely devoted to the forgotten issue of civil defense and the absolute need for the federal government and individuals to address it.
Mutually-assured destruction is an outdated philosophy in the age of terrorism. It will only assure our own destruction as a nation. It's time to prepare for the inevitable bigger attack on the homeland. It might not come tomorrow. It might not come next year. But, we should understand, post-Sept. 11, it is coming. It's just a matter of time.
